Physical labeling requirements
With the EU Packaging Regulation 2025/40 (PPWR), uniform labeling requirements will come into force from August 2028. Packaging must then clearly display information on the type of material, substances of concern, reusability and – where applicable – the recycled content. This information should be provided via standardized pictograms and be understandable throughout Europe. The aim is to provide consumers with simple guidance for proper disposal while ensuring traceability and transparency along the supply chain.
Digital information requirements
In addition to visible labeling, PPWR requires digital access to additional packaging data – for example via a QR code on the packaging. This so-called digital product passport should provide information on material composition, reusability, recycling instructions and, where applicable, return options. Information that cannot be fully displayed on the packaging due to space constraints can also be stored digitally. Companies must systematically record, maintain and make the relevant data accessible – an important prerequisite for compliance, transparency and efficient product communication.
Timeline and recommended action
The regulation comes into force in August 2026, with mandatory labeling requirements from August 2028. From 2030, additional labeling of packaging containing substances of concern will be necessary. For packaging manufacturers and packers this means:
Processes and layouts should be reviewed and adapted now. This includes sufficient space for labeling elements, the integration of IT systems for data management and the training of relevant teams. Those who start implementation early not only ensure compliance with the requirements, but also strategically position themselves for future circular economy requirements.
